Setting Sail for the “15th Five-Year Plan”: A Guangdong Journey for 37 Diplomatic Envoys
June 1–5, 2026 – The Chinese Ministry of Foreign Affairs, in partnership with the People’s Government of Guangdong Province, hosted the “Setting Sail for the ‘15th Five-Year Plan’: China’s Development and Global Opportunities (Guangdong Tour)” event. Sixty diplomatic envoys and officials from 37 countries visited Guangzhou, Shenzhen, Zhongshan, and Zhuhai, gaining first-hand exposure to the Guangdong-Hong Kong-Macao Greater Bay Area’s key connectivity projects, industrial strengths, and rural revitalization models.
From Smart Manufacturing to Low‑Altitude Economy: Witnessing a “Future Already Here”
At the Haixinsha All‑Space Intelligent Experience Center in Guangzhou, envoys experienced an integrated showcase of innovations spanning low‑altitude economy, intelligent connected vehicles, embodied intelligence, and smart ships. As an unmanned aerial vehicle rose into the sky, many diplomats raised their phones to capture the moment.
Ecuadorian Ambassador Córdova remarked, “This is truly amazing! Right here, I see what the future of life looks like.” Kenyan Ambassador Bett added, “The world needs to reassess transport and aviation infrastructure to adapt to the low‑altitude economy. It will reshape global transport and economic development.”
At the GAC Aion New Energy Vehicle Smart Factory, envoys toured the entire smart manufacturing process – from core component production to final assembly. Austrian Ambassador Hafner noted that Europe’s growing demand for new energy vehicles makes China’s manufacturing expertise highly relevant for European businesses.
Green Energy and Rural Revitalization: China in Multiple Dimensions
At Mingyang Group in Zhongshan, envoys learned about offshore wind power R&D. Pakistani Ambassador Hashmi said Pakistan is actively diversifying its energy mix, and “China’s world‑leading technologies in hydropower, solar, and hydrogen are giving strong momentum to global energy transition.”
At Yacun Village in Zhongshan, terraced rice fields blended with boutique guesthouses and cafes. Turkish Ambassador Ünal commented, “The scenery here is picturesque – it beautifully demonstrates the outcomes of China’s comprehensive rural revitalization.”
What We Observe Today Will Become Tomorrow’s Cooperation
The 33rd APEC Economic Leaders’ Meeting will be held in Shenzhen this November. Malaysian Deputy Chief of Mission Nofalina expressed hope that China, as the 2026 APEC host, will deepen exchanges and economic cooperation among member economies.
Guangdong Governor Meng Fanli stated at a special promotion session that the province’s regional innovation capability has ranked first in China for nine consecutive years, with the “Shenzhen‑Hong Kong‑Guangzhou” innovation cluster ranked first globally. He extended a warm invitation to friends worldwide to invest, trade, and exchange culture in Guangdong.
